Nevertheless, you can not see the complexity of the face, i.e. "oh baby has the nose of the dad" or the mother's lips" will be hard to tell.
Weeks 19-26:
The face features of the baby will become more apparent and more complete. However it is still very possible that the baby splits, which isn't great for decent 3D / 4D videos. When babies split, hands and feet are generally in the face or half folded. I therefore usually suggest that you come in during the maternity stage in exceptional cases, such as when you're pregnant with twins, have a family in the city who won't live later on or you won't get it full-time if you're concerned.
27-40 Weeks:
Usually, the baby is head down, hopefully by this time. The perfect time to take accurate photographs of the baby's face in 3D/4D for 27 to 40 weeks. Yeah, 40 weeks I thought. Disregard all the rumours online that there isn't enough room for 32 weeks to get decent pictures. The reality could not go past this speculation. Indeed, I also recommend late-term scans because if you have to wait, the specifics will only get amazing the longer you go!
During any level of pregnancy it is the amount of fluid that mother consumes in days or even weeks leading up to appointments that affects clarity in the images. Staying hydrated extra will mean that the amniotic bag provides adequate fluid to see the baby in depth.
